It is inspired by the facts and principles of the Canon. After the Downfall of Sauron a handfull of Black Numenoreans run into exile North East of Rhun - there in the Mountains and Forests they start to summon the Wraiths of the casulties of the Morgul blades and similar sorceries. (I presume that since Frodo was still in pain after all that happened - the effect of the blades and such were not dismissed) One of the greatest victims of such sorcery is king Earnur - the last king of Gondor in the Second age. Binding his spirit to the will of the Black Exiles, they could use him and other less powerful Wraiths as generals and lords of the scattered orc tribes and organize them once again into serious trait. They could enslave human lords as well, but without transforming them or enhancing there skills like Sauron did with the Nazguls - just enchain them with magical shackles, that way they wouldn't be able to cross them in mind and deed. These are the main magical and logical mechanics that I think are relevant. What do you think? Do you agree?
