"People were hoping...just to be told, 'OK, the pandemic is over." Gee, where would they have gotten that idea? For over a year, legacy media relentlessly hammered the point that vaccination would mean returning to normal, ending restrictions. What a fantasy. "If you're vaccinated this is what you can do, or if you're not vaccinated this is what you can't do." Reinforcing the expectation that we should have a two-tiered society. That there should be different rules for these different classes: The virtuous vaxx'd, and the unvaxx'd undesirables.
