John Stossel wrote an article about why this is back in 2016, at least in the US. America's lack of "loser pays" rules for court cases incentivizes bringing even the most ridiculous frivolous lawsuits, and companies react by putting ever-more warning labels on everything so they won't get sued for "lack of warning". Additionally, politicians are dumb, especially in California.
