Baptism is the sacramental sign of our salvation in Christ so we see the Scriptures reference it interchangeably with that which it signifies. That said, baptism is no more the instrument of justification itself than the sign along the highway that says "Disney World in 100 miles" is Disney World...though the kids point to the sign and say "Look! It's Disney World!". Also, this is not to say that it is MERELY a sign without power. The Holy Spirit works efficaciously in the sacraments through faith to quicken our interest in the things signified.
